I have implemented server-side tracking with Stape, a custom domain, and all that, but Stape says only a client-side method was detected. Why is that?
You need to make sure that your server-side configuration has been published and is working correctly overall.
It could also be a bug in the scanner; if you could share a link to the website in question, I’ll be able to check it out.

It appears that your server-side tracking isn’t working. No requests are being sent to your subdomain ‘charlie.needles.com.pk’, which has been added to sGTM.
You can also check the GA4 requests specifically and see that they are being sent directly, rather than via your sGTM. This is definitely due to some errors in the tags within Web GTM. Alternatively, the changes made in Web GTM have not been published.

Browser → needles.com.pk/marshmellow/... → Cloudflare Worker → charlie.needles.com.pk → Stape

This doesn’t really change anything – GA4 is still client-side only and sends requests directly; no requests are sent to /marshmellow either. So Meta also is client-side only.
All recommendations in scanner report are valid
I Just checked that for home page it is not hit at all, go to any other inner page and it does
