Hey There,

I was wondering if the stape shopify app picks up the _tracking_consent and sends to wGTM (or sGTM in the case of the webhooks)?

No, but if your consent banner supports Google Consent Mode (most already do) you can easily set up the GTM inbuilt tools to collect and if necessary transmit this data.
