yes, you can achieve that without Anonymizer power up as well.
You can either use transformations and augment ip_override and client_id parameters, so that event data will already be changed (please refer to this article). Or you can override them as parameters in any tag you need (if it supports overriding of these parameters) by specifying variables that hold any anonymization logic you want to apply
