Google Ads Conversion Tracking server side WITHOUT GA4 possible?

Hi,
is it possible to use server side Google ADS Conversion Tracking without GA4? The reason for my question is that when users don’t accept the GA4 consent the server side conversion for ads isnt working but i wanna use it anyway. Is there a possibility or is it the best to use the the Google Ads Conversion Tag in web container for all users that didnt accept GA4 and the server side google ads conversion tag is used for those users who accepted GA4?

At the moment no, the only option is GA4 requests.
