I think I’ve worked out what generates the fake event id - there’s a setting in Facebook Events Manager to turn on “Track events automatically without code” which toggles generating the event id with fbevents.js.
If you want to test this out, embed the problem pixel in a blank html file with nothing else in it, and open it - it generates the event id.
